Department of Labor

Disabled Veterans Outreach Program Specialists (DVOPs)
DVOPs are disabled veterans themselves. They provide intensive case management services to veterans with significant barriers to employment, special disabled and disabled veterans, and veterans ages 18 to 24. They also provide a full range of employment services, including comprehensive assessments, individual employment plans, job referrals, referrals to training and support services, and resume and interview preparation assistance.


Local Veterans Employment Representatives (LVERs)
LVER staff are also veterans. They specialize in advocating on behalf of veterans with business, industry, and community organizations to promote employment and training opportunities for veterans. They also provide services including job matching and job placement for veterans, conduct employer outreach, inform Federal contractors of the process to hire qualified veterans, and promote credentialing and licensing opportunities for veterans.

Dutchess County Veterans F.A.V.O.R. Program

A wide range of Dutchess County stores and businesses have signed up to offer discounts on their products and services to Veterans who show the Dutchess County Veterans Discount Card. Reservists and National Guard also qualify if they were called to active duty (other than for training only) by a federal order and completed the full period for which they were called or ordered to active duty. Any honorably discharged Veteran residing in Dutchess County may obtain their FAVOR card by following the steps below:
1.Bring your Military Separation Papers (DD-214, WDO-AGO 53-55, etc.) indicating your full time active duty service to the Division of Veterans Services Office located at 85 Civic Center Plaza, Suite 105 in Poughkeepsie between 9am and 4pm.
2.Complete the Return the F.A.V.O.R. application form (found via Google search)
3.Proceed to the County Clerk s office located on the 1st floor of 22 Market Street. Press the J category at the customer service booth.
4.Receive your Dutchess County Veteran s Identification Card from the County Clerk s office.

Passports
Normal processing is within 4-6 weeks from date of receipt.
Passports are accepted Monday through Friday from 9:00 a.m. to 4:30 p.m.
If you have lost your passport, you must apply for a new one, not a renewal.
Only one person may be on a passport. Each applicant must have their own passport.
Passports are valid for 10 years for an adult (16 and over) and 5 years for a minor (under 16).
A NOTARIZED Consent Form can be used for the parent who CANNOT appear in person.
Both parents must appear to sign for children under the age of 16.
ALL passport applicants must appear in person.
A parent must accompany the child to co-sign with them from age 16-18.
Old passports are canceled and returned to the customer with the new passports. However, the passport agency may retain badly damaged passports at their discretion.

Lifetime Liberty Pass for NYS Veterans with disabilities

The Lifetime Liberty Pass benefits includes free vehicle entry to state parks and DEC-operated day-use areas, as well as numerous state boat launch sites, historic sites, arboretums and park preserves; free golf at 28 State Park golf courses; free swimming pool entrance at 36 State Park pools, and discounted camping and cabin rentals at all 119 State Park and DEC campgrounds.

To qualify for the pass, the Veteran must be a resident of New York State and provide State Parks with written certification from the United States Veterans Administration or the New York State Division of Veterans Affairs that the applicant is a wartime Veteran with a 40% or greater service-connected disability as certified by the United States Veterans Administration, or who has at any time been awarded by the Federal government an allowance towards the purchase of an automobile or who is eligible for such an award.

Note: New York State Veterans with disabilities who currently hold a valid Access Pass will be contacted prior to expiration of their pass for updated information to enroll in the Liberty Pass Program, and will no longer have to reapply every four years. Their current valid Access Passes will remain usable until their distinctive Lifetime Liberty Pass is issued.
