Governor Andrew Cuomo and state lawmakers are considering a free-tuition plan for students from low and middle-income households attending SUNY and CUNY schools. But is it really free for taxpayers? Cost-effective? Practical?

A panel of educators, administrators and students will discuss if New York can afford to offer free tuition. Record Executive Editor Barry Lewis will moderate the session. The panel will include Dr. Kristine Young, president of SUNY Orange, as well as student Nathanael Linton.

The public is encouraged to attend and participate.
