MINUTES OF THE ORANGE COUNTY COMMUNITY COLLEGE BOARD OF TRUSTEES MEETING HELD ON MONDAY, NOVEMBER 13, 2006, AT 7:00 PM, MUSIC ROOM, MORRISON HALL Present: Chair J. Wolfe, M. Murphy, J. Boyce, R. Calderin, D. Mirro Absent: A. Anthonisen, H. Gareiss, B. Hodge EXECUTIVE SESSION At 5:45 pm, the Chair Joan Wolfe convened an Executive Session to discuss personnel matters according to Section 105 of Article 7 of the Public Officer Law, and no action was taken. At 6:00 pm the Trustees closed the Executive Session by acclamation. I. CALL TO ORDER At 7:00 pm Chair Joan Wolfe called the meeting to order and noted that a quorum was not present. Trustee Gareiss gave his proxy vote to the Board Chair. II. CONSENT AGENDA A motion was made to approve Consent Agenda Items A � I as presented. Calderin/Murphy Unanimous A. Approved Resolution � Children on Campus Policy III. PRESIDENT�S REPORT President William Richards updated the Trustees on the following topics: E A letter from the new President of NYCCT Anton N. Kasanof announced the appointment of the Executive Director Cynthia M. Demarest, whose position has been vacant for three years. E At 4 pm on 12/13, before the Committee of the Whole Meeting, new trustees orientation will resume. Vice President for Institutional Advancement Vinnie Cazzetta will address the trustees. In January 2007, Vice President for Administration Dan Bloomer will be featured. E The College will continue to work on the Pike County initiative. A meeting will be scheduled with the Orange County leadership and their counterparts in Pike County to discuss entering into an agreement to allow SUNY Orange to offer services. Updates will be provided to the trustees periodically. E The sculptor Greg Wyatt, who donated the bronze model of an American Eagle to the Gilman Institute for International Studies, informed us that the College has been included in an NEA grant. The planning process commences in January at Columbia with two faculty members from five colleges: SUNY Orange, Columbia, Piedmont, St. John�s, and the Academy for the Arts (London). Two or three students from each college will participate in the summer program. The program will focus on the works of Rembrandt and Shakespeare as well as those of the writers and artists involved in the project. E At a meeting with Congressman Ben and Georgia Gilman, the final plans for the Institute were discussed. The project will move forward with the $1.3 million funding raised. An environmental impact study must be completed and construction can begin this summer. E Vice President Dan Bloomer updated the Trustees with regard to the emergency response plan, which has been tested three times in October. The three incidents involved the power outage in Bio Tech and Hudson Hall, the shooting in Newburgh and several car intrusions since June. The appropriate responses were taken in each situation. The College plans to review the existing emergency plan. A shortened version of the emergency plan will be issued for the faculty and staff. Chair Wolfe suggested that plastic-coated flip chart be placed in each classroom, similar to the one created by the Middletown School District that she shared with the Board last spring. VP Bloomer will update the Trustees. IV. REPORT OF THE COLLEGE GOVERNANCE SYSTEM Diane Bliss, president of the College Governance System, highlighted the following items: 1. On 11/2, Governance President Diane Bliss gave a presentation at the New Faculty Orientation, explaining the purpose and principles of College Governance, the committees of the governance systems, and opportunities for faculty and staff involvement in governance. In conversation with the new faculty after the presentation, they indicated a number of issues they would like to see discussed or addressed, including developmental education, learning disabilities, advising, and student behavior. 2. At our next Assembly meeting, the Academic Policy Committee will be presenting changes to Academic Policy related to medical leave and to deadlines for entering a class. The ad hoc Student Course Evaluation Committee will be presenting a recommendation for the use of an online survey for voting, and the Assessment Advisory Committee will be presenting an update on assessment. In addition, Paul Basinski will present a resolution from the Faculty Council of Community Colleges calling for an FCCC representative on the SUNY Board of Trustees, and Mindy Ross will present the progress and timeline for the Newburgh Branch Campus process. REPORT OF THE STUDENT TRUSTEE Student Trustee Jenna Boyce reported on the following topics: Student Senate Status � The Senate is busy with their weekly meetings and scheduled the Annual Dinner for Class Officers for Thursday, 11/16, at 6 pm at Johnny D�s restaurant. th Veterans Day � On 11/9, the 12 annual recognition luncheon was hosted for the U.S. Veterans in Morrison Hall. More than 40 people gathered. Turkey Trot � The annual 5K Turkey Trot sponsored by the Athletic Department begins tomorrow, 11/14 at 11 am. Cheer Fest � On 11/11, SUNY Orange hosted the annual Cheer Fest, which consisted of 20 or more squads including children from 5 � 13 years of age. Food was available for purchase and the proceeds helped to raise funds for the athletes at SUNY Orange. An Enemy of the People � On 11/10 � 11/12 performances started for this play. Final performances will be held 11/17 � 11/19. VI. OLD BUSINESS - None VII. NEW BUSINESS A motion was made to approve the Resolution for the Affiliation Agreement: Hudson Valley Domestic Preparedness Community College Consortium. Murphy/Mirro Unanimous VIII.
