MINUTES OF THE ORANGE COUNTY COMMUNITY COLLEGE BOARD OF TRUSTEES MEETING HELD ON MONDAY, MARCH 12, 2007, AT 7:00 PM, MUSIC ROOM, MORRISON HALL Present: Chair J. Wolfe, V. Chair B. Hodge, Secretary M. Murphy, A. Anthonisen, J. Boyce, R. Calderin, M. Diana, H. Gareiss, D. Mirro EXECUTIVE SESSION At 5:45 pm, the Chair Joan Wolfe convened an Executive Session to discuss personnel matters according to Section 105 of Article 7 of the Public Officer Law, and no action was taken. At 6:15 pm the Trustees closed the Executive Session by acclamation. I. CALL TO ORDER At 7:15 pm Chair Joan Wolfe called the meeting. > Board Chair Wolfe requested moving Item No. 3 under the New Business section. The Board concurred by unanimous consent. Trustee Wolfe announced that Edward A. Diana was selected by the NYCCT to receive the prestigious �2007 Distinguished Alumnus Award� at their conference in Saratoga Springs on 3/30/07. Trustee Arthur Anthonisen shared with the Board the significance of the award. The award recipient is recognized not only for his accomplishments but also for his contributions to the community. A motion was made to approve the Resolution Honoring Edward A. Diana. Calderin/Murphy Unanimous County Executive Edward Diana was deeply moved by this recognition on the State level. He believes in educating children since they are our future leaders. The Newburgh Branch Campus is an outstanding project that will benefit the city and the community college system. County Executive Diana ensured the Trustees that this project will become a reality with construction beginning in 2008 and finishing by 2009. II. PRESIDENT�S REPORT President William Richards provided an update to the Trustees as follows: > Spring 2007 enrollment is up by 4.7% overall and 11.5% in Newburgh. > After the Board meeting, a new Trustee Orientation about College Governance will be presented by Diane Bliss. > President Richards sent a letter to each Board member regarding the unanimous vote for the initial funding for the Newburgh Branch Campus. This was the most gratifying vote of his entire career. > At the exit briefing on 3/2/07 with the NYS Comptroller�s Office, three issues were raised that will be addressed. President Richards commended Patrice Henry and staff for a job well done. The comptrollers will use the College�s payroll practices as a model system throughout the state. Once the College�s response is mailed, the Comptroller�s Office will prepare the formal report. > President Richards extended his congratulations to the art students, Mary Catherine Halfpenny, Angela Hermida, Michael Marquez, Nathalina Nesteroke and Susan Slater-Tanner, who attended this evening�s Board Dinner. The students� artwork was displayed in Albany. They were also recognized recently by the SUNY Chancellor for their outstanding efforts. > NEA Grant - Two students, Mary Lee Shorr and Jeffrey Fina, will partake in the summer internship to study the works of Rembrandt and Shakespeare abroad. The internship will rotate through Amsterdam, London, New York City, Strafford and Paris. Of the twelve students selected for the internship, SUNY Orange is the only college chosen to send two students. The students, Associate Professor Warrener and AVP Heppner will present a summary of their experiences to the Board in September 2007. > Tribute to the Women of Achievement � The College nominated Trustee Emeritus Roberta Glinton for the Bobbie A. Lahey Memorial Award for Volunteer Service from the Sarah Wells Girl Scout Council. Trustee Emeritus Glinton was chosen to receive this honor at a dinner to be held on 5/8 at Anthony�s Pier 9. Maryann Raab will contact the Trustees about attending the event. > Gilman Center � The environmental student is almost completed. Although no county funding will be required, construction will take place on county property; therefore, President Richards will present this project to the county for approval. > Steinway Piano Donation � The College is on the list of recipients to receive a gift from the Hudson Valley Arts Foundation. Once the piano arrives, a thank you reception will be arranged. > On 3/9, as a guest of Professor Kathleen Malia, President Richards attended the NYSUT Luncheon in Albany to discuss a united front with the NYS lobby effort. > Kudos to Paul Broadie and his staff for putting together the Sojourner Truth Awards Ceremony. Every year the ceremony gets better. Trustee Roberto Calderin, the keynote speaker at the event, expressed his appreciation to VP Broadie for a job well done. President Richards thanked Trustees Roberto Calderin, Maria Diana, Margaret Murphy and Joan Wolfe for attending the ceremony. IV. REPORT OF THE COLLEGE GOVERNANCE SYSTEM Diane Bliss, president of the College Governance System, highlighted the following items: 1. The terms for Governance President and Vice President expire this semester. An election will take place, and the results will be available by the end of April. 2. On Friday, 3/16/07, the Executive Committee will hold an annual retreat. On the agenda are the creation of a survey to assess governance, a review of the Constitution and By-Laws to identify any areas for proposed revisions, and a work session to set the Executive Committee�s goals for AY 2007-08. 3. The chair of the Developmental Education Committee, Pat Sculley, will attend benchmarking trips to two community colleges to observe their developmental education programs. Pat will be joined by Eileen Burke, coordinator of developmental education, Mary Warrener, chair of English and Foreign Languages, and others. The Developmental Education Committee may also assist the Director of Educational Partnerships in communicating with Orange County high schools the colleges� skill levels and academic expectations as one step in bridging the gap between high school and college. V. REPORT OF THE STUDENT TRUSTEE Student Trustee Jenna Boyce reported on the following topics: > National Legislative Conference held in Washington, DC from 2/11 - 2/14 was an awesome experience. Trustee Boyce interacted with student trustees and presidents from colleges throughout the country. She discovered that many community colleges across the United States are facing similar problems. While in Washington, meetings were arranged with the NYS Federal legislators. She met with Congressmen Hinchey and Schumer. > Softball - The season started and she is selling raffle tickets. During spring break, the softball team will travel to Maryland for the spring games. The team has to live up to last year�s reputation of making it to the National competition. VI. BOARD CHAIR COMMENTS > Board Chair Wolfe acknowledged VP Broadie and Trustee Calderin for their roles at the Sojourner Truth Awards. > NYS Comptroller�s Exit Meeting � Board Chair Wolfe attended this meeting and was very impressed with the College�s handling of the auditor�s review. She congratulated the payroll staff for being recognized as a model for New York State. > National Legislative Conference � Four trustees, Joan Wolfe, Maria Diana, Arthur Anthonisen and Jenna Boyce attended the conference in Washington, DC. The legislative agenda was circulated to the Trustees. Delegates from New York State were the fewest in attendance. Board Chair Wolfe will address this topic at the upcoming NYCCT conference on 3/30. Trustee Arthur Anthonisen announced that at his request, Congressman John Hall will join the Higher Education Caucus in the House of Representatives. ACCT and AACC are working on establishing a similar caucus in the Senate. > Board Chair Wolfe attended the 3/5 OCCC Association Board meeting. VII. OLD BUSINESS - None VIII. NEW BUSINESS 1. A motion was made to approve the Tuition and Fee Schedule Resolution for AY 2007-2008. Murphy/Diana Unanimous 2. A motion was made to approve the College Association Proposal for Tuition Remission. COMMITTEE REPORTS AND/OR RECOMMENDATIONS Administrative Services Committee - None Personnel and Finance Committee - None Audit Committee � Trustee Gareiss reported that the College sent out an RFT for independent auditors, and we are in the process of accepting bids for independent auditors. He will update the Board at the April meeting. Educational Policies and Student Affairs Committee - None X. COMMENTS FROM THE PUBLIC > Professor Kathleen Malia, president of the Faculty Association reported that the NYSUT group was very pleased that twelve presidents attended the luncheon. Professor Malia praised President Richards for doing an outstanding job lobbying the NYS Legislators. XI. BOARD DISCUSSION - None XII.
